Political Position

Resolution of Federation & PA.S.E.K.A

This is our united political position as outlined at the Cypriot Federation and PA.S.E.K.A conference 2009 Australia

WHEREAS, delegates to the above Conferences…

WHEREAS, the Government of the Republic of Cyprus remains fully committed to the solution of the Cyprus problem and the reunification of the country and its people,

WHEREAS, the President of the Republic of Cyprus Mr Demetris Christofias, engages in the ongoing direct negotiations to reach a just and lasting settlement of the Cyprus problem with good will and determination,

WHEREAS, Australia supports a solution based on the U.N. Security Council Resolutions and the principles of international law,

WHEREAS, the Republic of Turkey continues to occupy illegally 36,2% of the sovereign territory of the Republic of Cyprus, a member state of the UN, the European Union and the Commonwealth, in flagrant violation of the relevant UN Resolutions, the UN Charter and all recognised principles and norms of international law,

WHEREAS Turkey continues to violate the human rights and fundamental freedoms of the people of Cyprus,

WHEREAS, Turkey continues its policy of illegal colonization in the occupied part of the Republic of Cyprus, in an effort to alter the demographic structure of the island,

WHEREAS, for the last 35 years, due to the intransigence of the Turkish side, little progress has been achieved on issues of a profound humanitarian nature such as the investigation of the fate of the missing persons,

WHEREAS, the Government of Turkey and its subordinate illegal regime continue to violate basic human rights and fundamental freedoms of the less than 500 enclaved Greek and Maronite Cypriots remaining in the occupied area,

WHEREAS, the illegal exploitation of usurped Greek Cypriot homes and properties in the occupied part of the Republic of Cyprus and the massively increased illegal “sale” of and construction activity on Greek Cypriot properties impose serious obstacles to the efforts for the solution of the Cyprus problem,

WHEREAS, Turkey, with whom the key to a solution lies, continues to show its intransigent stance in the efforts of a just, viable and lasting solution to the Cyprus problem, in the direct negotiations currently under way, while promoting the upgrading of the illegal secessionist entity,

RESOLVED:

WE REAFFIRM that the present status quo in Cyprus is unacceptable and that Turkey’s military presence on the island is in flagrant violation of UN resolutions, including UN General Assembly resolution 3212(1974) unanimously approved by the UN General Assembly;

WE CONDEMN the continuing and illegal occupation of 36,2% of the territory of the Republic of Cyprus by Turkish troops, the illegal colonization and the continuing looting and destruction of the cultural heritage in the occupied areas;

WE DEMAND a solution that will safeguard the human rights and fundamental freedoms of all Cypriots and will terminate the illegal occupation and colonization;

WE BELIEVE that a just, viable and functional solution to the Cyprus problem should be based on the principles of international law, the EU acquis communautaire and the principles upon which the EU is founded, in accordance with UN resolutions on Cyprus and the High Level Agreements of 1977 and 1979;

WE WELCOME the efforts and determination of the President of the Republic of Cyprus Mr. Demetris Christofias, to continue to work constructively in the framework of the ongoing direct negotiations for a solution that will meet the hopes and aspirations of the people of Cyprus as a whole and of both communities;

WE SUPPORT the present negotiating process under the auspices of the UN Secretary General for a settlement by the Cypriots for the Cypriots, in accordance with the agreed basis of a bizonal, bicommunal federation with a single sovereignty, a single citizenship and a single international personality, without arbitration and strict timetables;

WE CALL UPON the leader of the Turkish Cypriot community to engage constructively in the framework of the direct negotiations currently under way and to demonstrate the necessary political will to reach a settlement on the agreed basis of a bizonal, bicommunal federation;

WE REJECT public statements or positions which promote a solution of “two-states” through the so-called “virgin-birth process”, or a confederal solution;

WE BELIEVE that the welfare and prosperity of the people of Cyprus lie in the reunification of its territory, its people, its economy and its institutions and not with the encouragement or promotion of separatist tendencies;

WE REQUEST the Government of Australia to call upon Turkey to demonstrate the necessary political will and constructive approach during the ongoing negotiations in order to reach a just, viable and lasting solution to the Cyprus problem in accordance with the agreed basis;

WE CALL UPON the International Community and the Government of Australia to impress upon Turkey to fulfil its obligations towards the Republic of Cyprus and its people emanating from the U.N. Charter, the relevant U.N Security Council Resolutions, the EU acquis communautaire as well as the relevant judgments of the European Court of Human Rights;

WE DEMAND the immediate and unconditional implementation by Turkey of all UN resolutions on Cyprus as well as resolutions adopted by other international organizations calling for the withdrawal of its occupation troops and settlers, the return of all refugees to their homes in safety, the full and effective investigation of the fate of all missing persons, the respect for the human rights of all Cypriots as well as for the independence, sovereignty, and territorial integrity of Cyprus;

WE REASSURE you of our strong commitment, constructive cooperation and good will towards justice and peace in Cyprus.
